Joseph Harper was born in 1699. He married Margaret Thompson and moved to what would become East Windsor. The farm was located near the Thompson properties in the Northeast section of the town.

He built Osborne Mill and this business would remain running for well over 150 years.

Joseph died in 1792 at the age of 93.
